Robert David Proctor was born on December 5, 1960. He is a judge in the United States. He works for the United States District Court in Alabama.

Proctor grew up in Atlanta, Georgia. He went to Carson–Newman College, which is now called Carson–Newman University, and got a Bachelor of Arts degree in 1983.

After that, he went to the University of Tennessee College of Law and earned a Juris Doctor degree in 1986. He learned about the law by working with Judge Hiram Emory Widener Jr. at the United States Court of Appeals for the Fourth Circuit from 1986 to 1987. From 1987 to 2003, he worked as a lawyer in Birmingham, Alabama.

On May 1, 2003, President George W. Bush chose Proctor to be a judge. This was for a new position at the United States District Court in Northern Alabama. The spot was made because of a law change. The United States Senate agreed with this choice on September 17, 2003. Proctor officially started his work as a judge on September 22, 2003.
